People working for the Arizona Secretary of State are not criminals. A new independent report released yesterday found the staff to be poor and incompetent when it failed to send out pamphlets for last year's special election, but they didn't commit a criminal violation.
The pamphlets had information on school funding and public safety pension systems. Secretary of State Michele Reagan says mistakes were made and she's made changes to her staff to add more layers of quality control.
