The Arizona Department of Child Safety says it received two prior reports involving Brittany Velasquez and her children. Both reports alleged neglect, and both reports were investigated. The department says it did not find enough evidence to prove either allegation and says the children showed no visible signs of abuse or neglect. It says there were concerns raised regarding her mental health, but says there was no evidence showing that was affecting her ability to parent. DCS also says it had no legal grounds to remove the children.
