A man is in custody in connection to a deadly hit and run. Phoenix police say 22-year-old Ronald Hays turned himself over to police and was booked into jail yesterday.
He's being charged with leaving the scene of a fatal collision after 46-year-old Isela Ortega was hit and killed by a car near 27th Avenue and Van Buren Sunday night.
The car dragged Ortega for several blocks before leaving the scene.
