President Joe Biden appears incapable of solving the crisis of his own making at the US/Mexico border as record numbers of migrants continue to overwhelm the Border Patrol and the Department Of Homeland Security. So, he's decided to let Vice President Kamala Harris (or as Biden would say President Harris) take control.
