(Phoenix, AZ)  --  The City of Phoenix say the flooding at the Burton Barr central library was preventable.  The city attorney finds at least 6 employees knew or should have know about holes in a sprinkler system, but failed to take action.  The city has fired three of those employees, demoted two and suspended one.  The library will not reopen until at least June and repairs could cost up to $10 million.
