The Goldwater Institute is suing Pinal County in Arizona Tax Court over the recently passed Proposition 417.
The conservative think tank says the measure is unconstitutional. Prop 417 created a transportation excise tax for roads and infrastructure over the next 20 years.
The institute says the wording on the measure was misleading and penalizes Pinal County residents while exempting politically connected businesses.
