A bill sponsored by Republican Representative Kevin Payne of Peoria is pitting Second Amendment supporters against child safety advocates.
At issue are gun safety rules for foster homes requiring weapons to be unloaded and with some sort of trigger lock in addition to ammunition being stored separately.
Payne's bill would remove those requirements because, he says, they infringe on foster parents' Second Amendment rights.
The bill now advances to the Rules Committee before moving on to a final House vote.
