Bad decisions are to blame for the plane crash that killed a Scottsdale family last year.
The National Transportation Safety Board says pilot Eric Falbe, his wife and two daughters were killed when the light plane crashed into a cloud covered cliff face near Payson in January 2017.
The NTSB report says Falbe was not rated to fly in poor weather under instrument flight procedures. The NTSB also says the co-owner of the plane advised against Falbe attempting the flight.
